Default Valve stem seals won't stay seated

Putting a set of twisted wedge heads together. I've got a set of these seals below that I've had for a bit, but were still in the original bag, but having issues where 3 of the seals won't stay seated on the valve guide. I've tapped them down with a deepwell socket, but they still just come right back off. Was wondering if there would be an issue if I put a small dab of RTV on the guide to hold them on?

These are the seals
1990 Red LX, 4:30's, T5, lightened, glorified explorer motor, fun track car/daily driver 7.49@91
1985 LTD LX small truck motor and painted axle tubes/daily driver, 3640 pounds, 7.87@86.8
